Regina “Gina” McCarthy was born in 1954 in Boston, Massachusetts, USA. She grew up in a working-class family and was the first in her family to attend college. McCarthy earned a Bachelor’s degree in Social Anthropology from the University of Massachusetts Boston and a Master’s in Environmental Health Engineering and Planning from Tufts University.
