Description
Roger Duthie is a globally recognized practitioner and policy expert in transitional justice, with particular expertise in reparations programs, memorialization initiatives, and truth-seeking processes. His work has played a key role in shaping how governments, international organizations, and civil society design and implement justice mechanisms after periods of mass human rights violations.
Duthie is best known for his long-standing leadership role at the International Center for Transitional Justice (ICTJ), where he has served in senior positions including Vice President of Programs. At ICTJ, he has overseen transitional justice initiatives in more than 40 countries across Latin America, Africa, Asia, Europe, and the Middle East. His work emphasizes context-sensitive, victim-centered approaches that balance accountability with social healing.
Throughout his career, Duthie has advised governments, truth commissions, reparations bodies, and international organizations on the design of national and regional transitional justice frameworks. He has been closely involved in reparations policies in countries such as Peru, Colombia, Morocco, Tunisia, and South Africa, as well as memorialization efforts that ensure public acknowledgment of past abuses.
A significant aspect of Duthie’s work focuses on collective memory and memorialization, exploring how museums, monuments, archives, and commemorative practices can contribute to reconciliation and non-repetition. He has argued that memorialization is not merely symbolic but a core component of justice that validates victims’ experiences and educates future generations.
Duthie has edited and contributed to several influential publications, including Justice Mosaics, Designing Reparations Programs, and ICTJ policy briefs that are widely used by practitioners and policymakers. His work bridges academic research and field-based practice, translating complex legal and ethical principles into actionable policy guidance.
He is widely respected for his ability to coordinate multidisciplinary teams, engage with victims’ groups, and navigate politically sensitive environments while maintaining a strong normative commitment to human rights and accountability.
